Yes, MovieMaker 2.0 can do this. First of all if the Movie Tasks pane isn't
visible on the left hand side then click Tasks on the toolbar at the top.
Then under "Edit Movie" select View video effects. You then should see "Slow
Down, Half". Select that effect and drag it down to the clip in question on
the timeline or storyboard. (If you want to slow it down even further you
can drag the effect down a second time)
By the way, another way of doing this is by right clicking the clip on the
storyboard or timeline and selecting Video Effects from the popup menu.
