There is no known utility to speed up your internet dialup connection.
At what speeds does your machine usually get connected? If lower than 45
Kbps than you would have to review the following:
1. You tel. line, as wrote earlier by a member. Hope it doesn’t have
distortions, if does you’ll be connected at lower speeds.
2. What brand / type 56K is installed? External/ PCI/ Hardware/Software?
3. Are the latest/ exact, modem driver files installed for XP? What response
do you get in Modem Diagnostics, Query Modem?
4. Is your OS clean? Have you ever deframented your drives, scanned etc?
5. If all are fine, than consider decreasing the Packet size MTU from
default 1500 to 576 bytes & the size of receiving window(RWIN) to 8576 from
1500, in the TCP IP settings, in the windows registry.

If you change, (Which I think you should) than shall have to reboot for the
effects to take place.
Do this at the last after checking the above.
