Slow Internet Download with new system & Windows XP SP2

I've just purchased a brand new ultra fast DELL XPS with Windows XP SP2
installed. It is directly connected to my router. My five year old slower
laptop with a wireless card running Windows 2000 is consistently getting
twice the network speed measured at www.testmy.net

I've tested the computer for spyware, turned off all start-up and services,
but none of these has any significant effect on the computer. I'm fairly
certain that the security features in XP SP2 are responsible, but I cannot
find any article with a suggestion that solves the problem.

Start by turning off everything that you don't need. Look for programs in
the system tray that may be communicating with Dell etc. If you have a good
firewall, something like ZA, you can tell if there is constant in/out
communications that will detract from the speed test.

I have every internet security option available running, along with
additional antivirus and spyware scanners, and my download speed is over 3
gig.

Dell's ship with allot of Applications/Services that affect performance.
If it's a new Dell, then it likely is using an Intel Pro/VE chipset based
NIC. The latest version driver package is 9.2 (From Intel, Not Dell).
Unfortunately, you've purchased a "Fast" machine that Dell has loaded
up with material that slows it down. I actually sell a Service called
"De-Dell-ifying" it. The performance is in the PC, it's just degraded
by how Dell sets it up. Remember their primary concern after selling
you a PC - is to keep you from calling/contacting Tech Support. My
advice to all new Dell purchasers is visit Add/Remove in Control Panel
and start purging out the "Fluff" that Dell adds, to give the customer
the perception of more value for the money. You can't beat Dell for
hardware pricing - their system setup still is lacking.

All the majors are doing it now. It takes quite a bit of time to remove the
extraneous crap from HP, Gateway, Sony, Dell - any of them! And many of them
install a backweb server as part of their maintenance package. Not Needed!
