Slow file copy while vpn'd in

I have a remote user who - when connected to a Windows 2000 RRAS vpn server
from an Xp pro machine using the Microsoft vpn client - tries to copy 61 MB
of files from a folder on a server to a different folder on the same server
and it is an extremely slow copy (windows tells her 38 minutes).
Why would this take so long? Does doing such a copy involve any network
traffic except for that necessary to keep the vpn tunnel alive?

So any copy (or move) of files while connected via VPN involves the client
reading (and in effect downloading the file to the local machine over the vpn
tunnel) and then writing (or in effect uploading) the file? I didn't know
that. Since a copy is only a new pointer in the file table I didn't think the
client would have to read the file.

If that's the case then there is no non-bandwidth intensive way for a remote
client to copy/move files on a network server.

Some form of Remote Control so that is all takes place on the local machine.
(PC Anywhere, VNC, Remote Desktop, SMS)
