Slipstream SP1 fails

I've copied the contents of my Win XP Pro \i386 directory
to a folder on my PC. This is a volume license copy of
XP, so it does not require activation. I mention this
because it is the only explanation I can find.

When i appempt to run xpsp1a_en_x86.exe -s:c:\i386 it
fails with the message: "Integrated install failed. The
language type of platform for the destination directory
and Service Pack 1 must be the same."

I've tried 3 different copies of the SP, including a new
download of it that i just did from Microsoft's Site. And
i've used this XP cd to do numerous installs--and believe
me, it is a 32bit version of plain old english XP Pro
(except for the fact that it is a volume license
version). Any ideas?
