Single file type from single user being stripped

I have a user, using Outlook 2003, that receives emails with attachements
from many users. One user in particular can send files of different types to
this user (.xls, .doc, .pdf) with no problems. Recepient can open those
types just fine. When the sender attaches a .rtf file, the recepient sees
the attachment icon, but there's no attachment there for her to open. She is
able to receive and open .rtf files sent by anyone else, just not this
particular sender. The sender is able to send .rtf files to other users and
they get them without problems (this removes the Exchange server and global
settings blocking rtf files from the equation).

If the recepient logs into her accountusing OWA, she can see and open the
rtf files successfully. So again, the exchange server is successfully
sending the emails through. There's something on the client's system
stopping her from getting .rtf files from this one user. I've looked in both
the junk mail settings and the Rules settings to see if there's anything
there configured to block .rtf files from this sender, but I find nothing.

Does anyone have a suggestion as to what I'm missing? I've suggested a
complete removal and reinstall of Office, but I am doubtful this will work.
Any suggestions are appreciated.

Rather than a complete removal and re-install, start with a new Outlook
profile. Profiles can become damaged for a variety of reasons and a damaged
profile can exhibit some of the most bizarre symptoms imaginable.

Okay. So now I'm about to sound like a true newbie. When it comes to
Outlook and Exchange, I admit that I am. What do you mean by "new profile"?
