Shutting down my computer

I recently upgraded from 98 to XP. with 98 when I shut down it automaticaly
shut the power down, since switching to XP, after I click on turn computer
off, I get the message that "It is now safe to shut my computer down" but it
won't power off without me hitting the power switch. Not sure what is going
on, if this is just how XP works of if I am missing something. Help. Thanks
