I have a computer (DELL Optiplex G1) that is running
Windows 2000 Pro.

When shutting down the computer, the computer halts the
operating system, but does not shut off the power?

A screen appears on the monitor that prompts the user to
manually shut off the power.

What settings control the shutdown process, and can they
be modified?

You'll need to update the BIOS for the Optiplex to the latest. Next, go
to control panel and Power Management Options. You'll see a tab in there
for Power Management. There ought to be a checkbox in there to let
Windows control power management. Otherwise you can dig around on Dell's
website for the Auto Powerdown and Autostart utility. That will do the
trick.

Sounds like APM is turned off in the BIOS. Go into the
BIOS Setup program, and make sure that Power Management is
enabled, and any settings that sound like "Allow software
to turn off computer" are also enabled.

Also check that your Windows installation is interecting
with APM. Go into control panel --> power and make sure
that all appropriate settings have been made there.
