Shut Down issue.. HELP

When I shut down my computer, the "Windows is shutting
down..." message sits there and my system shuts down but
the fans and lights inside my case are still on,
including the monitor with the "windows is shutting
down..." message sitting there. The power and hard drive
lights did went off and also heard my hard drive turned
off along with my keyboard and USB optical mouse (there
were no lights). So basically I think my system has
completely shutdown but the components inside my computer
including the monitor (with the "windows is shutting
down..." message hanging) are still receiving power. When
I press the power button, the power LED lights up, the
hard drive LED starts to blink, my monitor goes black and
starts the boot process perfectly without any errors. The
only way to completely turn off my computer is to unplug
the power cord from my power supply after my computer
shutdown. When I plug in the power cord back, the hard
drive LED turns on but the power LED light was off and
when I press the power button, the the power LED lights
up, hard drive LED turns off then starts to blink and it
starts the boot process perfectly. This just happened
today but my computer did turn off before. Can anyone

Hiya Michael,

You should run SCANDISK and fix any errors you have on
your harddrive.

Double-click on MY COMPUTER then select Properties, then
select TOOLS, then select ERROR CHECKING - and then
schedule it to happen when you next boot up.

Generally what causes this sort of thing is shutting the
computer off before its ready to be turned off. Power
Outages, etc.

I tried it twice and didn't work. Any ideas?
