Just got a new hard drive to set up. I am trying to drag and drop shortcuts
down to the task bar beside the START button. I have locked and unlocked the
taskbar but when draging there is always a circle with a slash through is
preventing it. It was always easy before. What am I forgettinhg?

preventing it. It was always easy before. What am I forgettinhg?

Right click on the Taskbar and select Properties from the menu.
On the Taskbar page, make sure Show Quick Launch is checked.
