Desktop Shortcuts Stopped Working

I copied a bunch of files to my desktop, then deleted them to the recycle
bin later and also deleted some of my shortcuts by mistake. I restored those
shortcuts but now they don't work. I get the following message; "Windows can
not access the specified device, path, or file. You may not have the
appropriate
permission to access the item".
But, any of the shortcuts that were "not" deleted and restored still work
fine.
Plus if I launch any of the programs contained in any of the shortcuts that
are not
working from the start menu, C: drive, etc., they load and run fine. But,
if I create a
new shortcut from the start menu and drag it to the desktop, it gives the
same error
as the restored non working shortcuts.
I tried doing a "restore" from system restore and each restore point I
chose would not complete the restore and told me that my system could not be
restored to that point. A week or so ago, I installed SP-3 and that process
deleted all of my restore points I had "before' SP-3 install.
I sure hope there is an easy fix for this, like a corrupted .ini file for
something. Please, someone help me.

Right click the .exe file of the program and select Create Shortcut. Cut
and paste the shortcut to the desktop--does that work?

Ron,
I've tried creating "new" shortcuts via the Start, Programs and also by
right clicking on the actual exe. of the programs and when I drag it to the
desktop, it gives the same error as the restored original shortcuts.
It's sure got me baffled !!

What I suggested was cutting and pasting the shortcut rather than dragging
it. I am wondering if the problem is involved with dragging or if it is a
shortcut problem.
