According to your description, I understand that the item does not open in
case you try to open an item that was inserted as a shortcut in the body of
a message. If I have misunderstood your concern, please let me know.
Unfortunately, this behavior is by design. If you want to work around this
issue except using the hyperlink in the message, please use one of the
following methods:
Method 1: Insert the item as an attachment

1. Place the insertion point in the body area of a message, and then click
Item on the Insert menu.
2. Click the item from the folder list, click Attachment in the Insert as
section, and then click OK.
Method 2: Use the Outlook Security Form on the Microsoft Exchange Server
=================================
1. Set up the Outlook security template as described in the following
Microsoft Knowledge Base article:
290499 Administrator information about E-mail security features

2. In the Outlook security template, click to select the Allow in-place
activation of embedded OLE objects check box under Outlook Security
Settings on the Miscellaneous attachment settings tab.
