Shortcut Key does not bring up application (once started)

I experience different behaviour for shortcut key when the application
has already been start and running.

Application 1: When I press the shortcut key, the application come to
foreground.

Application 2: When I press the shortcut key, the current application
will go to background (the window title becomes shaded) but application
(which supposed to come to foreground) does not come to foreground.

Application 2 is the Windows Calculator. When I used the Calculator, I
just want to press Alt-Ctrl-C to bring it up. It gets started. After
that I cannot get the shortcut key to bring it to foreground. This is
unlike the other application which just pop to the foreground when I
press the shortcut key.

Any advice ? Thanks.

This may or may not help, but locate the calculator link from Start >
Programs > Accessories > Calculator and right click on the link. Then go to
Properties and towards the bottom of that window you'll see a "Run"
selection (drop-down menu). By default, it's set to "Normal Window." Change
it to "Maximized" and see if that works.

Does Alt+Tab work after starting Application 2?

In the Registry at

HKEY_CURRENT_USER\Control Panel\Desktop

try setting both of the following DWord values to 0

ForegroundFlashCount
ForegroundLockTimeout
