SHLWAPI.dll help pleaseeeee

I keep getting this message - The application or dll
c:\Windows\System32\SHLWAPI.dll is not a valid windows image please check
this against your installation diskette.......
Over the last 12 months I have had to reformat my pc some 4 times and now
this past 2 days it seems it's getting worse, Two reformats in 2 days and
it's driving me crazy.
Please is there anyone out there that can help? I am no pc wiz so some plain
English would help.

Thank you nass, but I am not sure what you are trying to say as non of the
above applies to my problem.

I'm trying to say, read the instruction on how to use System Recovery
Console to Copy the required files by using the command prompt with the
presence of your XP CD to copy from it to the Partition.
These links provided it will give more Info to troubleshoot your issue.
