I get the above every time I try to upgrade my version 7.0
to 9.0 or just install 9.0 of windows media player. any
ideas what's wrong?

That should mean that WMP is unable to access your system's XML parser. If
you're using the downloaded mpsetup.exe and still can't update, you'd either
need to run:
regsvr32 msxml.dll
or reinstall Internet Explorer.
