Is it possible to download the windows xp home edition utility: Setup disks
for floppy boot install but for cd-rom instead?

I'm confused, you want the CD version of the floppy install disks? Why not
just boot from your XP CD?

lost it, that's why I'm trying to find a donwloadable version of it, so I can
do the windows repair.

Just having that is not going to allow you to do a repair install, you need
the full CD.
