Setting the default user locale for first time logons

I have installed my Win2K Pro client with default regional
settings (ie., English / US as default locale).
After installation I have accessed the Regional Options
and ticked Hebrew in the Language settings for the system
group-box. I also set it as the default language and my
locale.

The problem is with other users that log on for the first
time: While Hebrew remains ticked and default language
(since these are per machine settings), the user locale in
the "Your locale" combo box is set to the default one
(English). Is there any way to set the default user locale
settings??

I normally set up a standard profile and then copy it to the Default user
profile.

Thanks... But it does not help. The default user profile
seems to work only when no-one is logged-on (ie., in the
Gina) - and allowes to change the language for
username/password in there.


Any other solutions...?
