set up wallpaper and screensaver automatically

Hi,

Would anyone know if there is a way to setup computers (both in network and
in remote locations) designated wallpaper and screensaver? Also is there any
way to protect these from changing by users?

Both have group policy entries:
USER Administrative Templates\Control Panel\Display

User \AdministrativeTemplates\Desktop\Active Desktop
