Set excutable priority permanantly?

Hi.
Say there is a webcontrol.exe,
I can set the priority low at the task manager.
But next time it started, its priority is normal again.
Is there any way to set the priority for an .EXE permanantly?

I'm not programming it, so please don't say "add a code to change its
priority and recompile it.". Again, its an exising applicatoin's EXE.
