Serial modem recognition

I have Xp HE Sp1 and use a USR external modem plugged
into the serial port. If I forget to switch the modem on
before boot up then it is not recognised and I have to go
into system properties/hardware and request a search for
new hardware. This works but is a nuisance. I had the
same problem in Win 98 but it was cured in 98SE. Does
anyone know of a fix please? The modem is installed
correctly btw.

I don't know of any way to change that. When I was using the same type
of USR modem, I did my best to be sure that the modem was turned on
before powering up the computer.
