Sent attachments getting stripped, why?

Hello,

I've recently encountered a problem where my Outlook 2000 SR1 seems to
be stripping attachments that I am sending to other people. Initially
I thought it was THEIR ISP, but now I'm not so sure. I've triple
checked to ensure that it wasn't that I was just forgetting to attach,
and I wasn't forgetting. In fact, the 'sent' email was in the Sent
directory, complete with attachments. I've tried sending a message
with attachments to myself (charter.com ISP) with no problem. I've
also tried to send to my Hotmail account, and the attachments showed
up as an illegible winmail.dat file. Why is this happening? It's
important that I solve this issue because I'm attaching my resume and
it happened again today and may have cost me a job. Thank you for
