Sending packets, but not receiving

recently i set up a network between my 2.6Gh comp running XP Pro SP2
and a 400Mh comp running XP Pro
Neither has internet connecte

The icon about the network tells me that it is connected at 100MB, an
i can look at it and see that it is sending packets, but no
receiving

This is the same for both computer

i have a set IP adress of, 169.254.0.100, and 169.254.0.101

I am able to ping the computer itself, but not the other one on th
network

I am also not able to see the other computer in My Network Places, bu
can see itself

I believe this is all due to the not receiving packets stuff, so an
thoughts or help would be much appriciate
