There is a message in your Outbox that is larger than Comcast allows for
mail.

You say "Outlook", but that doesn't look like an error message from
Outlook.

What size message are you trying to send?

This is what my problem is as well, though you say outlook, I am using
windows mail.
Did you receive an answer?

It looks like some attachment has made the message too large to fit
within the email provider's limit. Does sending smaller attachments
also cause this problem?

If it's an incoming message instead, you may need to log on using
webmail and delete the oldest incoming message.

Yes I am able to send smaller attachments. I will try to learn more about
webmail. I was trying to send my daughter a movie from my phone of her 'I
do's' last weekend. Thank you.
