sending data but not reciveing data

recently my internet has stop working. i am on a network
with two other computers they are working fine. it is not
my network card i know this becuse i have tried others. my
card is sending data to the router the router from what i
can tell is sending data back but im not geting it. it
might be the wire but i highly doubt that. any suggestions?

make sure any software firewalls are turned off.
on the problem machine, select your card from device manager.
go to properties >advance tab>> check the speed make sure its auto or
whatever your other machines are using.

nope that didnt work im thinking it might just be best to
reinstall windows.
