Send to Mail Recipient brings up Hotmail instead of Outlook

Running Windows XP Home with Outlook 2003 SP-2. When I right-click on a File
and select Send To -> Mail Recipient, it consistently brings up Internet
Explorer trying to log onto Hotmail (whether or not Outlook is running). I
tried going into Internet Options and changed the default Email program from
Outlook to Outlook Express and then back to Outlook. I verified that the
URL:MailTo in Folder Options->File Types is pointing to Outlook correctly. I
ran a Detect and Repair on Outlook and I have rebooted the computer many
times (this issue has been ongoing as far back as I can remember). Anything I
missed?

[Control Panel > Add/Remove Programs >] Set Program Access and Defaults >
Mail: Is OL selected here?

Thanks for the response. Under "Choose a default e-mail program" it only has
listed "Use my current e-mail program" (which is selected) and "Outlook
Express".

I had previously verified the URL.MailToProtocol
(http://www.slipstick.com/config/defaultmailer.htm)
