Is the "something" that's open always your browser? What browser and
version?

Click Start, Run, type SFC /SCANNOW, click OK. If any files are damaged
or missing, they'll be replaced. You may need to reboot afterwards so
damaged files will be replaced.

Try running IE without Add-Ons. Click Tools, Manage Add-Ons, and turn
them all off. If that prevents the freezes, you can reenable some
add-ons and eventually find out which one is the problem.

Also open Internet Properties, General tab, click Settings button, click
"View Objects", and look through the objects for damaged or malicious
activex components in Details view. Right-click them, click Properties
and see what they're used for. Keep modem, codec and other needed
components. Repair or remove the damaged, and unneeded items.
