send email without outlook open

Can Outlook 2007 send an email message without opening the program? In
outlook 2003, the program has to be open to send a message. It will sit in
the outbox before it is sent.

No. You can send an email from another program, but the email will not
actually send until Outlook is open-same as 2003. No program can do anything
unless it is actually running.

I thought outlook 2000 had something running in the background or in the
system tray that allowed a message to be sent without the whole program being
opened. If this is true is there an add-in by MS or 3rd party that would make
this happen?
