send a web page by email

When I want to send a link to an email contact it always diverts to Outlook
to send the message but it doesn't send it just stays in the outbox. I can
receive emails fine via BTinternet and Hotmail and I can send via outlook but
not when sending anything from the internet. How can I setup outlook to send
properly. Help Please.
