Select Name Sort sequence

I am trying to figure out how to get the list of names
when going to the "To.." or "CC.." button to show up in
last name sequence. Does anyone know how to get this to
show this way? All my names have been entered in
the "Lastname,First Middle" format and it sorts properly
on the "contacts" section but not when selecting names for
mailing. Thanks for your answers.
