I have built a MS Access database that I wish to sell among educators and
families that home school. My question is: How do I go about getting this
database certified for sell? Are you authorized to do this. If not, where
can I go to get my daabase digitally signed?

You would need to buy a code signing certificate from companies that provide
them. Here's a couple of sources.
