No, XP Home has a built in Administrator account that can
only be accessed via Safe Mode. You're correct in
pressing the F8 key, but the timing is the real issue.
You must press the F8 key between the BIOS POST and XP
beginning to load.
You can also add a Safe Mode option to the BOOT.INI
file This is a hidden file. You can access it by going
to Control Panel, System, Advanced, Startup and Recovery
and clicking the Edit button in System Startup.
A typical BOOT.INI file would look like this:

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home" /fastdetect
Without another choice, it ignores the 30 second
timeout. Adding another OS choice, even if invalid, will
make the 30 second time out take effect. The simplest way
to do this is to copy the:
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home" /fastdetect
line and change the description to "Windows XP Home -
Safe Mode", and add the /SAFEBOOT switch, so that your
BOOT.INI looks like this:

[operating systems]

When the OS choices screen displays, you can simply Safe
Mode option to boot to Safe Mode. When you're done,
simply remove the line you added to BOOT.INI to normal
things up.
