I would like to take ownership of all my folders after I
reinstalling my XP image into the first partition.
However, I cannot find security tab in folder property nor
use simple file sharing in folder options anymore. any
idea?

Are you using NTFS even?

Are you running XP Home or Pro? In XP Home, Simple File Sharing cannot be disabled. However, you can get the Security tab by booting into Safe Mode and logging in on the built in Administrator account.

And as Shenan pointed out, your hard drive must be NTFS formatted, not FAT32.

Currently, I am running XP Home. I thought F8 would
provide me a menu to go to Safe mode, but I am not
successful. The folder located in the 2nd partition and
that is formated as NTFS. Partition 1 (the OS drive) and
Partition 3 is FAT32.

How to get to Sate Mode as Windows 2000 Prof? Originally,
there is no "Administrator" account. Do you mean the
first unrestricted user I created?

No, XP Home has a built in Administrator account that can only be accessed via Safe Mode. You're correct in pressing the F8 key, but the timing is the real issue. You must press the F8 key between the BIOS POST and XP beginning to load.

You can also add a Safe Mode option to the BOOT.INI file This is a hidden file. You can access it by going to Control Panel, System, Advanced, Startup and Recovery and clicking the Edit button in System Startup.

A typical BOOT.INI file would look like this:

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home" /fastdetect

Without another choice, it ignores the 30 second timeout. Adding another OS choice, even if invalid, will make the 30 second time out take effect. The simplest way to do this is to copy the:

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home" /fastdetect

line and change the description to "Windows XP Home - Safe Mode", and add the /SAFEBOOT switch, so that your BOOT.INI looks like this:

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home" /fastdetect
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Home - Safe Mode" /fastdetect /safeboot:minimal

When the OS choices screen displays, you can simply Safe Mode option to boot to Safe Mode. When you're done, simply remove the line you added to BOOT.INI to normal things up.

It works and thanks a bunch. Login as Administrator in
safe mode does the trick.
