Security Settings Do Not Allow ActiveX for Downloading/Installing

In trying to download and install SP2 for IE7, with XP Home as the OS, signed
onto my system in Admin mode, I keep getting messages that my security
settings do not allow the installation of ActiveX controls, or something like
that. I have changed all the security settings I can find and I still can't
get through all the security messages. What do I have to do in order to be
able to download and install SP2 for IE7?
