security settings do not allow Web sites????

I get a banner at the top of th screen saying:

Your security settings do not allow Web sites to use ActiveX controls
installed on your computer. This page may not dispay correctly. Click here
for options...

When I click I get 'informaion bar help' not a choice of 'allow ActiveX to
be used'.

My settings ARE allow (prompting and behaviors) and prompt.(download,
initialize, run. and script.)

What is wrong? I cannot enable the activex from the web page and tried
changing the security settings without any change

As suggested in the links, I changed my setting to 'default'.

This got rid of the 'information bar' but did not allow the pages to be
displayed.

Contacting the web site - said it was java not ActiveX that was used.

still problem - more suggestions please!
