security log full - cannot log in

I've got a situation with a PC where the log on screen says the
security log is full and only the admnistrator can fix this. I try to
log on as administrator, and it tells me your account has been
disabled, please see your administrator.
I'm guessing that what needs to happen is the security log simply
needs to be cleared out, and the settings set to delete old entries as
new ones come in, but I need to be able to get into the OS to do this.
Is there some way to make a floppy that boots to a DOS prompt, and
then a way to get to the log file and clear it out manually? And if
so, does anyone know what file I'd be looking for?

Have you tried to log on with the built-in Administrator account? In XP
Pro, press ctrl-alt-del twice at the Welcome screen and select
Administrator. The default password is blank.

For XP Home, you'll have to start in Safe Mode.
