Search for Files doesn't work

I have a file on my C: drive that contains the word "eeprom" and the search
tool never finds it. I have tried wildcards and tried it with the indexing
service both off and on.

Oddly, if I change the file extension to TXT it will find the search text.
This is very bad. "All Files and Folders" is supposed to mean ALL files and
folders.

XP's text search only works for certain specified file extensions. As
you have learned .txt is one of them. One option is to use the good and
free search tool, Agent Ransack,
http://www.mythicsoft.com/agentransack/default.aspx

Another option is to see this KB article:
Using the "A word or phrase in the file" search criterion may not work
