Have a win2k and 98
Scanned my system with the anti spyware and found a file
SCRRUN.DLL in windows 98 system directory which was
described as a Specrem(RAT).
Is this file not a Windows file.
Or is it a false positive

Consider doing an FC command line compare between the file that was called
out, and a fresh or clean copy of that file extracted from the win98 cabs on
a CD, if you can. That'd be enough for me to say it was clean, I think.

I suspect this is a false positive, but it should be possible to check it if
you've got a Win98 CD or the cab files handy.
