Scheduling automatic scan at 12 PM

when trying to schedule an automatic scan to begin at
noon it changes the time to 12 AM. therefore have to
schedule it at 11:59AM instead.

Correct--this is a bug affecting time settings between 12:00 and 12:59
inclusive.
