Saving Web Pages

I not exactly encountering a problem as far as saving web
pages go. I just simply go to File > Save As, and the
rest is easy.

However, when I view the page I downloaded, and scroll my
mouse over certain links (which I do not intend to work),
they end up turning into a red "x." When viewing the same
page on the Internet, they turn out to be links, and also
have extensions on them like .php.

Example: http://simcity3000unlimited.ea.com/us/guide/

Now, if I were to save this particular page (for a
computer with no access to the Internet), and move my
mouse over the links at the top (with names such as
REGISTER, HELP, SITEMAP, etc), they turn into a "x." Is
there anyway to stop them from doing that?

That page is constructed from frames. Are you sure you are saving
all the frames? To see the frames press F6 repeatedly.
What happens if you open each frame in its own window?
Can you save them then? It looks as if the rollovers in the eabar
are all cacheable so I don't see why you should be having a problem
with those buttons. E.g. they still work for me when I set Work Offline.
Notice that the frames though cacheable each have an immediate expiry
time which might be contributing to your difficulties.
