'Save Picture As...'

When I right-click on an image and select 'Save Picture As...', the Save In
option defaults to My Documents/My Pictures. Is there a way to change that
default location?

You can change the location of My Pictures, if that suits you. (I did)

Start-Run-Regedit
Navigate down to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders
Alter the data against "My Pictures" to the folder you want.

Do the same (if the value is there) in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
