Safely Remove Hardware bubble no longer shows up

I tried searching for a bunch of variations on this on Google & Groups
but I couldn't find my issue. Some time ago the pop-up bubble for the
Safely Remove Hardware guy (icon in the far right of the task bar)
stopped showing up - it was working fine before. I think there might
be some other icons that have the same problem but I don't have any
others to check right now. I don't recall any changes around the time
(not sure exactly when it started) and I'm not doing anything fancy
with the taskbar settings or the Windows desktop/background.

So, for example, I just started my computer now, waited for the Welcome
screen, login, and then...

- left click once on Safely Remove Hardware icon
- a box pops up showing the devices that can be removed
- click on one of the lines
- there's a little noise and the icon disappears and reappears at the
front of the icons there

At this point before, I would see a little bubble saying that the
device was removed but that doesn't show up. Any ideas on what might
be blocking this from coming up (or maybe it does get created but
something is preventing it from being seen on the screen)?

Oh, it also seems to happen when adding new hardware (ie. the icon
shows
up and there are sounds here and there but no little pop-ups like
before that
said New Hardware is Ready For Use).
