S L O W download - Internet and Outlook

I recently purchased a new computer and I'm running Windows XP and Office Pro
2003. For some unknown reason, both IE 6 and Outlook 2003 suddenly began
having extremely slow download times. At first, I thought it might be a
wireless problem, but neither of our other 2 laptops are experiencing this. I
did not install any new hardware. I updated my Palm Desktop this morning, but
the computer was running fine prior to that.

I have shutdown and rebooted, but no change.

I have disabled Norton, but no affect on download.

The new computer is a Dell Inspiron 6000.

Any suggestions for trouble shooting would be gratefully appreciated.

At least I can still use my 4-year old Compaq Presario!
