DSL Too S-L-O-W

I've had Sbc DSL for a few months and have never gotten a download speed
better than 60-75kbs and usually only get in the 40kbs range. The tech
support at SBC tell me my line test at 340+ this has been confirmed with
independent test. Is there some windows XP setting that can improve this? I
have speedstream 5100 external DSL modem connected to an onboard LAN, 64bit
AMD CPU running in 32 bit mode @ 2 GHz, 1G matched pair DDR mem, All-in
Wonder 9800 AGP vid card, Western Dig. Hard drives 100G and 250G, TDK and NEC
DRD-RWs

Software: TdK launcher, Webroot suit (Spam shred, Win washer, spy sweeper,
and pop up washer) and McAfee anti virus

I have tried disabling any and all of these programs with no improvement in
speed.

Please help.

Note: The cursor sometimes jumps erratically when I move the mouse, this did
not happen when tested on another computer. Can this be related?

Need more info on system specs. But if your looking for info on your
