XP, natively, cannot format the disk - to act the way you desire. See...

and read about UDF Format Disks

You will need third party burning software.
Roxio and Nero both have packet writting applications in their applications.
Have both, like both.

XP is perfoming as designed, it cannot do rewrites of singular or multiple
files when accessed then saved to the same CD rewritable media. 2 commonly
used 3rd party programs are Nero's INCD and Roxio's DirectCD for the purpose
of your rewrites.

And if you can't afford either of those, then try CDBurner XP Pro
http://www.cdburnerxp.se/

This will do everything (AFAIK) that Nero and Roxio will do and it's free.

Also, back up elsewhere. Critical data on CDRW media, written using
packet-writing software, is almost always going to be corrupt or not
accessable on the CDRW when you need it the most. CDRW combined with
packet-writing is not all that reliable - from my experience it's a
disaster just waiting to happen.
