runtime error 53: file not found cinka32.dll

I have a user that gets this message every time he opens
Excel. It comes up in a Microsoft Visual Basic box as if
something is wrong with the code. It is not a fatal error
because he can click out of it and use Excel. Any ideas?

It's likely something in one of the startup folders. Run through these
steps to isolate the problem--
