Run-time Error 3051

As administrator, I'm trying to install the genealogy software, Family
History Resource File Viewer 4.0, into a 'Limited User' account on a
Dell Demension running Win XP Pro that has all the updates. Problems!

I granted the account 'administrator' privileges' and installed the
software and got it working correctly. Then, I removed the
'administrator prvilege', and whenever I try to run the software, I
get the Error 3051. This procedure has worked for other software.

The error reads: "Microsoft Jet database engine cannot open this file
'C:\Program Files\RF Viewer\Support Files\Bookmark.MDB". It's already
opened exclusively by another user, or you need permissiohn to view
its data.

Could someone please tell me where to find information on how to fix
this problem.

The best place to find information on fixing the problem is with the
program's tech support people. This is an issue of a badly written
program, not XP.
