Yes, since it is unsolicited software on your system, and the intent is to
generate revenue for someone else. See

How do I get rid of the file requesting the above file to run?

they have a caveat on that removal page saying not to link to that page
without prior permission. Right!!! <g>
One last thought. It is usually best to attempt application removal by
going through the Add&Remove Programs list in the Control Panel before
manually deleting files. Just deleting the files will lead to a situation
similar to what you now see, plus leave behind Registry entries and other
associated support files that can continue to muck up your system for a very
long time.
