Rules Wizard and NDRs

I manage a mailbox that gets hundreds of NDRs every day that I need to
deal with. Most of these are messages that I want to filter out. For
instance we get this alot:

Your message did not reach some or all of the intended recipients.

Subject: Newsletter - July 22, 2003
Sent: 7/22/2003 11:01 AM

The following recipient(s) could not be reached:

Smith, Robert J - San Jose, CA on 7/22/2003 11:01 AM
You do not have permission to send to this recipient. For
assistance, contact your system administrator.The MTS-ID of the
original message is:c=US;a= ;p=USPS;l=WADCHQSXM01-030722150037Z-10595
<sandca1234.usa.dce.usps.gov #5.7.1>


I know what this is and I just want to permanently delete this message
so I can find NDRs that have more significance. So I write a Rule with
the Rule Wizard in Outlook 2002. My rule is:

Apply this rule after the message arrives
with You do not have permission to send to this recipient. in the body
permanently delete it
and stop processing more rules

This doesn't work. If I Run Now, it works hard for many seconds, but I
get no deletions. I've tweaked this thing around and discovered that
essentially, any text within the NDR body is ignored by the Rules
Wizard. That's how it appears anyway. So is there anyway to get a Rule
to correctly do this task?
