Rules only Execute when Manually Invoked

Using Outlook 2003 (11.8118.8132) SP2, I have 19 rules created to run
when messages arrive. Within the past month, the rules have not
changed but they no longer automatically execute as messages arrive.
If I invoke the rules manually on the Inbox, they work. That's a
total pain. I'm hoping that some option inadvertently got disabled.

I'm assuming they're all checked to run automatically, so, the first thing
I'd do is disable all of them but the first and then send a message that
would be affected by that first rule to verify that that isn't working.
