RRAS won't start after migration of server

I have migrated a W2K server from rather old hardware to a not so old
Dell PC, but still several years old.
The migration was done as follows:
1) Ghost the old W2K server disk to the Dell PC disk
2) Startup and find bluescreen due to devices missing
3) Startup with W2K CD in CD drive and perform a Repair install
4) Now the system starts up properly except for the RAS service
5) I used fixed IP:s on the NIC in the old PC so I now did a reconfig
for the new NIC and changed it from DHCP to fixed IP:s (I use two
separate IP:s on the same NIC on this PC). I got a warning that these
IP:s are assigned to another NIC that is currently not present on the
system (which is understandable since this is a new platform).

My problem now is that this server is the PPTP VPN server. All VPN
packets get redirected to this server from the firewall and it manages
the connections to the internal LAN. So it is important that it works.
But this is exactly where it will not work...
In event viewer I see 3 items whenever I try to start the RRAS
service:

Event ID 20035 (from Rasman)
Remote Access Connection Manager failed to start because it could not
create buffers. Restart the computer. Access is denied.

Event ID 7023 (from Sevice control manager)
The Remote Access Connection Manager service terminated with the
following error:
Access is denied.

Event ID 7024 (from Service control manager)
The Routing and Remote Access service terminated with service-specific
error 711.

What can I do to fix this?
What kind of buffers are not possible to create?

Amazingly, after first applying W2K SP4 and then letting Windows
update install 44 extra hotfixes the RRAS started without errors and
actually also works...
No idea what cured it though.
