RPCSS is starting for ages & Windows is not closing

I realized last week that the Network Connection Wizard in my XP System had
failed when I had to create a New Connection in XP for an ADSL Broadband
service (based on a dial-up for initiating a session). The Network
Connection Wizard had probably failed much earlier, after installing SP1 but
I had not noticed it since I was in a position to get connected to the
Internet
by asking I. E. 6 to connect to a specific web-address and the Dial-Up
Networking
hidden somewhere would pop up and start the process of dialling my I S P.
The same
thing happened if I asked O. E. 6 to Send and Receive messages from my In
and Out Mail Boxes.

In response to my post on this Newsgroup, I got to know that the problem was
known to have arisen for some of those who had installed Service Pack 1 for
XP. The Firewall was overprotecting the System by not allowing me to make
any new connection to the system but disabling the Firewall did not repair
the Network connection Wizard. I also got references to MS KB
(392441 & 320558)for this problem and was told that the solution was to boot
the system using my XP Installation Disc and ask XP to Repair (for removing
SP2 which was installed over the SP1) from my system.

I did that and the Connection Wizard stated functioning but it was not able
to connect to the I S P Server (after verifying Username and password) with
an error message saying Configuration Error No 711 "cannot load Remote
Access Connection Manager". It became clear at this stage that with the good
objective of protecting XP user Systems from external attacks, SP1 had
choked
the System with locks which were not permitting a non_XP-expert like me to
make a new Network Connection. That problem too was solved correcting
various
distortions which had taken place in the Remote Access Connection Service
which is part of the Administrative Services and its sub-menus dialog. But I
still have two bugs newly created by the Repair operation:

1) The Start Operation is painfully slow and a major part of the time taken
to Start Windows is by an operation which is displayed by Windows saying
"RPCSS is starting". I have the foggiest idea of what it is.
2) While closing Windows, two Programs which have either not been opened by
me or have been closed, if at all they were opened, are closed by Windows
with an "End now" Message Box. The two Programs thus univitedly closed by
Windows are: explorer.exe and Network Connection Tray.

Are there any references to these two bugs in the Knowledge Base of
Microsoft or are there any known solutions? Any help would be highly
appreciated.
